Implementation of French Character IDN for dot-ca domains

On September 20, 2011, Dot-ca registry (CIRA) opened a public consultation concerning its planned launch of French character IDNs.
An Internationalized Domain Name (IDN) is simply a domain name that contains characters other than a-z, 0-9 or hyphens.
